Tensiones Organizacionales Digital–Tradicional en Instituciones de Servicios Públicos de Argelia: Una Perspectiva DTOT

Resumen

La transformación digital en las instituciones de servicios públicos a menudo no simplifica los procesos administrativos debido a la coexistencia de sistemas digitales y estructuras burocráticas tradicionales. Este estudio introduce el marco de Tensión Organizacional Digital–Tradicional (DTOT) para analizar cómo estas lógicas en conflicto generan tensiones estructurales, duplicación de procesos, ambigüedad de autoridad e incertidumbre de roles. Basado en datos cualitativos de siete instituciones públicas argelinas, los hallazgos revelan que las estructuras tradicionales siguen siendo cruciales para la estabilidad, mientras que las herramientas digitales introducen complejidad. DTOT ofrece una perspectiva teórica y práctica para comprender y gestionar las tensiones organizacionales durante la transformación digital.
