To understand the development of the negotiations between Mercosur and the European Union, it is necessary to know the relations within these two blocks. On the European side is the centrality of the Germany-France tandem, as opposed to a Brazil-Argentina tandem on the Mercosur side. The objective of this bibliographic review is to analyze the dynamics of the functioning of the aforementioned European tandem in the context of the Eurozone crisis. In this study, a methodology with a descriptive approach supported by documentary review and hermeneutic methods was used; as well as in the content analysis technique. It is concluded that the national tensions, alignments and realignments during the aforementioned crisis offer the necessary material to analyze the crisis of European leadership along with the formation of different coalitions (creditors vs. debtors, net contributors vs. net recipients, defenders of common agrarian policy vs. opponents of it, among others). The crisis of the Franco-German tandem deepened the dualization of the continent, differentiating two blocks, one in the south, which includes France, and another around the German production system, with commercial relations within them.
