The link between municipal GAD and the community: an in-depth analysis of literature

The purpose of this review article was to analyze the link between municipal Decentralized Autonomous Governments (GAD) and the community, exploring the theoretical perspectives, strategies, impact and challenges of this relationship. An exhaustive search of academic literature was carried out in databases such as Scopus, Web of Science and Google Scholar, selecting articles, books and book chapters relevant to the topic. The results reveal that the GAD-community link is configured as a dynamic and multidimensional process, where participatory governance, deliberative democracy and citizen-oriented public management play a fundamental role. The importance of social capital for local development and the success of the link is highlighted, as well as citizen empowerment and social control as fundamental objectives. It is concluded that the GAD-community link is an imperative for democratic governance and sustainable development, but faces challenges such as lack of resources, capacities and political will, as well as citizen disinterest and mistrust. A joint effort by governments, citizens and organizations is required to build a culture of participation and adapt the linkage to each local context.
