Abstract

The main objective of this literature review was to analyze the ICT strategies that have been implemented to optimize financial management in GADs. To achieve this objective, a comprehensive review of academic and research literature was conducted, including studies on the application of ICTs in the financial management of public entities, analysis of success stories and lessons learned, and identification of critical factors for the successful implementation of ICTs in financial management. This was the methodology employed. The literature review revealed that ICTs significantly improve efficiency, transparency, and accountability in the financial management of GADs. Strategies such as financial management software, transparency platforms, data analysis tools, e-government systems, and e-procurement are applicable. The analysis of success stories identified critical factors for the successful implementation of ICTs, including leadership, planning, change management, training, infrastructure, and evaluation. In conclusion, the literature review demonstrated that ICTs have great potential to transform financial management in GADs. However, successful ICT implementation requires careful planning, leadership and commitment, change management, staff training, and an adequate technological infrastructure.
